The Chronicle of Higher Education: Higher Ed May Be In Trouble if the Government is Shut Down Much Longer (10/30/25) “The longer these shutdowns go on, the more acute the problems it causes,” said Matt Owens, president of the Council on Governmental Relations. “More institutions are likely to experience lapses in funding as awards and funding increments end with no new awards or funding coming in.” With federally funded research, institutions can float funds around to avoid stalled projects and “make the payroll,” Owens said. Over time, though, there’s less money available to move. “And so that becomes a significant financial and cash-management issue,” he said. Inside Higher Ed: Already Battered by Cuts, Researchers and Colleges Face Federal Shutdown Impacts (10/14/25) Matt Owens, president of COGR—an organization that only goes by its acronym and that advocates for researchers and universities on the federal level—said in an email that his organization hasn’t received reports of specific impacts to research projects, but it is continuing to monitor the situation. “What is clear about federal government shutdowns: the longer they last, the more negative impacts emerge and grow,” Owens wrote. AIP: "Nearly Unimaginable' Research Regulations Tackled by New Academies Report (9/12/25) COGR Mentioned Science: Unburden American Science (9/11/25) COGR Mentioned Tech Digest: Capped Potential: How Federal Indirect Cost Rate Limits Could Disrupt University Tech Transfer and Stifle American Innovation (Authored by Kevin Wozniak, Director, Research Security & Intellectual Property, COGR) Inside Higher Ed: Trump Order on Grants Puts Politics Above Peer Review, Researchers Say (8/13/25) “A key reason U.S. science and innovation are the envy of the world is our scientific peer-review process that bases funding decisions on scientific merit, not political preference and partisanship,” Owens said. And—like the leaders of other research associations—Owens also criticized another part of the order: It contains another attempt by the Trump administration to target indirect research costs.

Rahel Stoll
